The law bars police from using plate readers for immigration enforcement or to track constitutionally protected activity. Plate data is kept for 21 days by default, longer under listed exceptions, and police need a warrant to obtain plate data held by private owners. Agencies must register their systems, keep access logs for two years and audit themselves every year. Police may not stop a driver on a camera match alone. The law also exempts plate data from public records requests, so residents can no longer see the scans, although contracts, policies and access logs can still be requested. These are restraints on the cameras, and every camera still running keeps scanning every plate that drives past. Each council can still decline to renew its contract or cancel it.
In Mountlake Terrace, that decision rests with the Mountlake Terrace council.
