Written for a Snohomish County resident writing to their own council. Check your city on the county status page first, then swap in its status and camera count.
Subject: Please end the Flock ALPR contract in [Your City] Dear Council Member [Name], I live in [Your City] and I am writing about the automated license plate readers operating here. I am asking the council to: 1. Terminate the Flock Safety contract outright rather than pause it 2. Hold a public hearing before any renewal, replacement, or expansion 3. Publish the ESSB 6002 registration, the written ALPR policy, and the query audit logs on the city website Why: - Lynnwood's council voted 7 to 0 on February 23, 2026 to terminate its contract, and Edmonds voted unanimously to do the same on June 9, 2026 - Mountlake Terrace reversed a $54,000 nine camera contract before a single camera was installed - Federal agencies searched Snohomish County Flock data thousands of times in 2025, which is why Mukilteo disabled the nationwide lookup on its own network - ESSB 6002 caps retention at 21 days, but nothing in it requires a warrant before a camera scans and stores my plate Everett police logged 13.2 million plate reads in June 2026 alone. Public Comment Script
Opening (15 seconds): "Good evening. My name is [Name], I live at [street] here in [Your City], and I am here about the license plate cameras."
Main Point (60 seconds): Pick one or two arguments from the Why DeFlock page, then name a council that already voted the other way. Lynnwood terminated 7 to 0, Edmonds unanimously, Mountlake Terrace before install.
Closing (15 seconds): "I urge you to vote against this contract and hold public hearings. Thank you."
Public Records Request Template
Washington cities answer under the state Public Records Act, so address the request to the city clerk or the county public records officer. ESSB 6002 exempted the plate data itself from disclosure, which is why this request asks for contracts, policies, and audit records instead. Under the Washington Public Records Act, RCW 42.56, I request copies of the following records: 1. All contracts, quotes, and renewal documents with Flock Safety or any other ALPR vendor 2. Camera counts and deployment locations, including maps and site lists 3. The written ALPR policy adopted under ESSB 6002, and the registration filed with the Attorney General 4. Audit logs of system access, including user, date, query, and stated purpose 5. Any data sharing agreements with federal agencies, including ICE, DHS, CBP, and the FBI 6. Records of out of agency searches run against this network 7. Internal audits, error reports, and any records of misuse findings Please provide records in electronic format.
